Master Chief Phillips is currently assigned as the military representative to Defense Language Institute/Foreign Language Center’s Operational Language Office, formerly known as Cryptologic Training Service Representative. A native of Amsterdam, New York, Master Chief Phillips enlisted in the U.S. Navy in 1998 and graduated from the Defense Language Institute’s Basic Modern Standard Arabic course in 1999.
Master Chief Phillips completed multiple National Security Agency assignments at Ft. Meade, Ft. Gordon, and Hawaii, serving as language analyst, intelligence analyst, mission supervisor, senior enlisted leader, and service functional manager. She completed the Military Cryptologic Continuing Education Program, Modern Standard Arabic Language Analyst.
Additionally, Master Chief Phillips completed multiple Navy assignments in Bahrain and Ft. Gordon serving as language analyst, mission supervisor, technical language mentor, operational support officer, and various leadership positions – culminating as Command Senior Enlisted Leader. She qualified Enlisted Information Warfare Specialist, Naval Aircrew Warfare Specialist, and Enlisted Aviation Warfare Specialist.
Master Chief Phillips’ personal awards include Defense Meritorious Service Medal (with Oak Leaf Cluster), Air Medal (with 7 Strike/Flights), Joint Commendation Medal (with Oak Leaf Cluster), Navy and Marine Corps Commendation Medal (with Gold Star), Joint Service Achievement Medal, and Navy and Marine Corps Achievement Medal as well as multiple unit and service awards. She has two children.
